OSHC Application Process: Mandatory vs Self-Purchase, Documents, Start Dates and Common Mistakes

Mandatory vs Self-Purchase OSHC

When applying for a student visa, you must show proof of adequate health insurance for your stay. Most universities offer a bundled OSHC option during enrolment, which simplifies the process. However, you are not obliged to take the university’s choice. You have the right to purchase a government-approved OSHC policy independently from any registered Australian health insurer.

If you buy through the university, the provider and plan are pre-selected, and the cost is added to your fees. This can be convenient but may not be the cheapest or most suitable plan. If you buy on your own, you can compare polices from providers such as ahm, Allianz Care, Bupa, Medibank and nib. Ensure the policy meets visa condition 8501 and covers the entire expected duration of your stay.

Be aware that some institutions may not make it clear that self-purchase is allowed. You can decline the university’s offer as long as you provide a valid OSHC certificate from a compliant insurer.

Required Documents

To apply for OSHC, you will typically need:

Some providers may ask for additional information, such as your Australian residential address (if known) or contact details. When applying through a university, you might not need to supply documents directly; the institution often shares enrolment details with the insurer.

For self-purchase, you will complete an online application form on the insurer’s website, upload the required documents, and make the payment. Once processed, the insurer will issue an OSHC certificate via email. Double-check that your name and dates match your CoE and passport.

Policy Start Date and Validity

OSHC must cover you from the day you arrive in Australia, not from the course start date. This is a critical point. Many students mistakenly set the policy to start on the course commencement date, leaving a gap if they arrive earlier. Visa condition 8501 requires health cover for the full visa period, including any time before the course begins.

A common rule is to set the OSHC start date to your intended arrival date in Australia. If you will arrive a week before orientation, the policy should start then. It should end on the visa expiry date, which is usually the course end date plus a few months, depending on the course length.

When purchasing through a university, the institution typically requests cover from the orientation or report date, which may align with arrival. For self-purchase, you must select the appropriate start date yourself. Insurers may allow you to adjust the start date before arrival if travel plans change.

Common Mistakes to Avoid

  1. Setting the start date too late: as noted, this can breach visa condition 8501. Always match the policy start date to your actual arrival.

  2. Not comparing prices: university-arranged OSHC is not always the cheapest. Independent comparison can save hundreds of dollars over the policy period. Use the insurers’ websites to get quotes based on your course duration.

  3. Ignoring policy exclusions: not all OSHC plans are identical. Some do not cover pre-existing conditions, dental, or optical until waiting periods are served. Read the product disclosure statement.

  4. Failing to extend OSHC when visa changes: if you extend your course or get a new visa, your OSHC must be extended. Letting it lapse can affect your visa status.

  5. Not obtaining the certificate promptly: even after purchase, some students forget to download or print the certificate. You need this for visa application and for any claim at a medical practice.

Purchasing for Your Family

If your family members are joining you on dependent visas, they also need OSHC. You can add them to your single policy or purchase a family policy. Each family member’s name and passport details are required. The same start date rules apply.

The cost for family policies is higher, but the coverage is similar. Some providers offer a couples or single-parent family option. Check with the insurer that all dependents are covered for the entire stay.

By understanding these steps—choosing between mandatory and self-purchase, gathering documents, setting the correct effective date, and avoiding typical pitfalls—you can secure compliant health cover without delay.
